I have come across a site that I suppose is under your control. It's

http://www.wikipedia.on.nimp.org
It hijacks the browser settings and/or performs a DoS attack. I believe
that this is a breach of your service policy and that the domain should
be shut down.

If you cannot take direct action, please help me find the contact to a
person responsible for this.
